gnome-power-manager has no involvement with shutting down the machine (it only initiates suspend/hibernate, currently via HAL in Jaunty). If you're having issues with any of these, it's not likely to be a g-p-m issue (especially when the machine stops on "[xxx.xxx] System Halted" (g-p-m has long finished it's work by then).
