I installed Ubuntu 9.04 (Jaunty Jackalope) replacing 8.10 (Intrepid Ibex) to find I had the same problem. Network manager would let me set my USB dial-up modem. There wasn't even WvDial installed so I could get a connection to install gnome-ppp! When using a live-CD to get onto the Internet I couldn't find where I could get the .deb files for gnome-ppp & WvDial!
So I ditched ubuntu 9.04 for Linux Mint 6, which came with WvDial enabling me to install gnome-ppp. Thanks to AptoCD I've backed up the .debs for gnome-ppp & wvdial, I only hope thats enough when I come to upgrade the next time.
