problem concern this help page:

you get when you click on the package links?
If you have a problem with downloading package using
/usr/share/doc/libdvdread4/install-css.sh script, did you run it as a root
(with sudo command)?
Could you provide us with output of command:
sudo /usr/share/doc/libdvdread4/install-css.sh
