May-7-2009: Latest updates from ubuntu included a partial upgrade to Linux 2.6.28-12. Linux generic (not sure which version) was removed. When I restarted after the update, the external drive was recognised.
I don't know if this is the permanent fix, or if more work is required, but this represents definite progress.
