How does ekiga check at build time if the h263 encoder is enabled at run-time? AFAIUI it cannot, and ekiga built against the stripped packages should magically be able to use the h263 encoder from the unstripped package as soon as it is installed. If that is not the case, I'm doing something really insane and definitly want to know about it. How does the configure script implement that check? Does it really compile a testprogramm calling av_register_codec(CODEC_H363_ENCODER) or something and checks the result of the compiled testprogram? If yes, then that check is utterly broken and really should be fixed.
