by the way, i was able to correct the weird artifacts that fills my screen 
during restart and hibernate by putting "vga=791" to the boot options. although 
it was suggested that i set nvReg_VBios=0 but i can't find the file where to 
put that in ubuntu 9.04. found the thread from ubuntu here.

I also followed the instructions from
https://wiki.ubuntu.com/DebuggingKernelSuspendHibernateResume and it
doesn't help much in the correction of my Suspend. it still went to
suspend, and didn't resume. As usual, before it goes to suspend, i need
to press the Enter key, then the power LED will start to blink slowly,
hinting that it's in suspended mode. If I wake it up, the HDD LED blinks
for a while, then stops..no back light even.

I also followed the instructions on Per Sub-System Hibernate Testing
from the link you gave me, and here are the results.
