Public bug reported:

When I go to update manager, it says that there is a new distribution
available.  I click on the upgrade, says it is downloading two packages,
but then nothing happens.  I also tried to do it on the command line
with sudo apt-get dist-upgrade and it says

sudo apt-get dist-upgrade
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

When I go to System | About Ubuntu | Version and Release Numbers it
doesn't have a release number, but at the command line I get

lsb_release -rd
Description:    Ubuntu 8.10
Release:        8.10

It's on a dual boot machine with Windows XP
