Thank you for taking the time to report this bug and help to improve
Ubuntu.

The ntp protocol operates exclusively in UTC, not in local time zones,
and the Linux system clock also runs in UTC with time offsets handled at
a higher layer.  If you're seeing the wrong time for your time zone,
this is more likely a problem with the tzdata package; reassigning this
bug.
