Having same issue - will not prompt for password - just comes back with Failed message in gui.. Output from terminal is: Select user: Failed to obtain authorization for org.freedesktop.packagekit.system-update. Authentification error : org.freedesktop.DBus.Error.NoReply : Message did not receive a reply (timeout by message bus)

The following users qualify as administrative users: <with my username listed here> Same thing happens when trying to apply all available updates, or when trying to open a .deb file from dolphin when it uses KPackageKit..
