After more poking around, I've found the problem:

I had acpi=off in the kernel command line (I had added this previously
in order to try to get around some shutdown issues, but it had never
affected laptop detection before now).

With acpi=on (or rather, no acpi definition), lapop-detect -v reports
"We're a laptop (ACPI batteries found)"
