I found the solution by modifying /usr/share/themes/Dust
Sand/gtk-2.0/gtkrc
Here is the modification inside
# RSC: Fix for CPU frequency applet
style "applet-text" = "panel"
{
# fg[NORMAL] = @bg_color was the wrong piece
fg[NORMAL] = @text_color # the correct color
}
widget_class "*CPUFreqApplet*" style:highest "applet-text"
