@chris&evan: thank you both for helping me to understand the problem in more detail on #312898 :) as i wrote over there i successfully build the missing codecs with dpkg -i --force-depends, but the problem still persists. as i am not sure if i can do such nasty stuff in the PPA, but i will try ;)
