sudo modprobe -r pcspkr -- unloads module temporarily, not across reboots I think.
However most probably you edited blacklist file as well and it came into effect after the next reboot ;) In any case, this is just a workaround, not a fix! And this bug should receive more attention in general, not because it is particularly severe, but it has been since intrepid release, and still unfixed, that is really sad...
