I have just tested my webcam "ID 0ac8:303b Z-Star Microelectronics Corp. ZC0303 WebCam" on Windows Vista using XP drivers (DELL Inspiron 1525) and definitely is not a hardware problem.
It works, I may say, surprisingly well. This bug is not yet fixed. ( 2.6.29 Kernel) So, There is something odd or missing on the bug. I hope the kernel dev team have a look on this issue in the Karmic cycle. I'm available for further testing through launchpad.
