Ok I did some digging and I think I have figured out the source of this behavior. I have both ICQ and AIM accounts. In my setup both accounts use the OSCAR protocol. OSCAR has now been unified and you can see AIM users on your ICQ buddy list and vice-versa.
The problem appears to be that somehow GAIM creates two entries for each OSCAR associated buddy and associates one entry with my ICQ account and one with my AIM account. I can see this in the .gaim/blist.xml file. I guess this may be an upstream bug.
