I have the same problem after dist-upgrading to Jaunty from Intrepid.

* In my case the effect is present even with only one open window.
* Switching workspaces with hotkey does not work for me
* Neither Alt-Right-click
* Drag-drop trick works only when there's something draggable in "greedy" area 
to drag outside
* I've noticed the curious reproduceable effect:
# start with empty desktop with standard Gnome panels
# right-click on the panel, choose "Add to Panel"
# once "Add to Panel" window is open, click within Applet List
# now mouse is locked within Applet List, plus some "fantom" control

The "fantom" control have same width as applet list, and extending to full 
screen height, overlaying the desktop and Gnome panels.
The control is not visible
Clicking anywhere outside its extents does nothing
Clicking within Applet List selects the clicked applet as expected
Clicking within "fantom" control above Applet List scrolls the list up by some 
amount, less than PgUp does
Clicking within "fantom" control below Applet List scrolls the list down by 
some amount, less than PgDn does
When there's less space than full page remains for Applet List to scroll up or 
down, respective clickable "fantom" area shrinks from the edge of the screen.

Sorry, I'd like to add an illustration, but it's impossible to use Gimp
while mouse locks all the time.

Checked with the same results with and without proprietary NVidia
drivers.
