I installed Ubuntu 8.10 Intrepid Ibex fresh today and tried kmoffat's
amended fix.  This worked for me.  That is, I just created file
/etc/hal/fdi/policy/mouse-wheel.fdi:

After a reboot I can scroll fine by holding down my left small mouse
button.
