It seems this is much more of a political can of worms than I thought
initially.

Was this just a casual observation, or do you want to actively pursue
this? If so, we need to discuss it with upstream, introducing changes
relative to upstream will bring us into a maintenance hell (and lead to
irrevocable situations if e. g. India ever decides to split time zones).
