There's a workaround to this problem, and you're halfway there by using
the fusion-icon app, but it needs to be launched each time you log in.

Go to system -> Preferences -> Startup Applications / Sessions

Click add

name: fusion-icon
command: fusion-icon

Then click add again and restart X.

The only problem is that metacity will start for a brief moment when you
log in, before compiz takes over, and it can look a little untidy and
bouncy for a minute.
