"Smart Pinyin" is present in the "Simplified Chinese" sub-menu of the input method list under its Chinese name, like in Intrepid, as it is a primarily "Simplified Chinese" module. However, you also can type traditional Chinese characters with it. PLease verify that you have the scim-pinyin package installed.
