Two things that it might be worth mentioning:
After you've done the toggling does
/usr/bin/sudo iwlist scan
report results?

The next thing is if so does restarting Network Manager
/etc/dbus/event.d/25NetworkManager restart
help?

If the first thing doesn't even work it sounds like the wifi driver is
wedged. Unloading and reloading it via modprobe might be a workaround
but the issue should be reported in a separate bug if so.
