As the last comment to this report is somewhat old, is this still an issue? If yes, could someone with that problem play around with the reboot= option. This can be entered in grub. Combinations that might be useful are reboot=b,f or reboot=t,f or reboot=a,f The f should also have some effect on the shutdown case.
