As you may see at the top of the page, this is a two-sided bug, with a kernel 
side (btusb driver) and a Bluez side. The kernel side is said to be fixed. The 
Bluez side is qualified as New and Undecided. As a result nobody seems to be 
working on this any more (the Bluez side is not assigned, at least). Shall we 
see two successive version of Ubuntu (8.10 and 9.04) with the same regression 
from 8.04 going on for some rather popular hardware?
It may be an upstream bug. I wonder if Bluetooth is broken in all distributions 
using Bluez 4.xx or only in Ubuntu. I am not a developer and I do not feel like 
subscribing to a mailing list of Bluez developers to put the question.
Leif Gruenwoldt above (2009-04-05) says that I solved his problem with the hint 
of stopping bluetooth. Maybe an other software is used to connect keyboard and 
mouse. With bluetooth stopped, my phone is recognized, but I cannot do anything 
useful with it. Softwares as Wammu, or bluez-gnome, or blueman want bluetooth 
started.
In the meanwhile, I reinstalled 8.04 on an old laptop, moved the dongle to the 
laptop, and I sync my phone with this (mostly the agenda), and copy the files 
afterwards to other computers to read my agenda in Lightning (Thunderbird 
extension).
