Hmmm... "Character Palette" is in the "Add To Panel" menu now, but it wasn't before. I don't know when it changed, but it was between when i posted this bug report and now, i guess.
Previously only "Character Map" was there - but that's not there now and "Character Palette" is there. I know "Character Map" was there because i added it to my panel - and "Character Palette" definitely wasn't there. Oh well, i'm not sure what's going on, but i've got the character palette now, so i'm happy!
