With further experimenting I was able to get Ubuntu 6.06 installed under VMWare Server 1.0.0.
I used a custom setup and set the HD type to IDE, SCSI type to BusLogic, and specified a 3GB HD. I had created a 2 GB HD with the prior failures, going by Ubuntu specification for 2GB required.
