I can confirm this on Intrepid Ibex. Have just updated graphics drivers and restarted. Clicking on the notification area icon (tooltip: New restricted drivers in use) opens the Hardware Drivers window, clicking the icon for a second time duplicates the window contents inside the same window as described above.
