I am the original poster. The bug is now solved. I connected the laptop to a hard-wired network and ran update-manager, downloaded something like 300 MB of updates, and now it just works. I don't have a clue as to what caused the original problem (wvdial, kernel, udev, or ?), but I'm glad that it's working.
