For some reason, my comment I thought I had made a few days ago didn't show up here.
The issue wasn't in speedstep-centrino, it was in the ppc code of acpi, acpi_processor_ppc_notifier. My hack of commenting out code in the speedstep-centrino code was to keep the acpi code from being used to limit the frequency, and it is quite probable that acpi_cpufreq uses this code as well. Nacim Rahal's comments might point to what is happening, however. It could be that the BIOS is frequency-limiting due to overheating, and then something is happening to cause the limiting to stick even after the overheating.
