I just now tried again by unplugging & re-plugging my usb laser mouse (logitech) and the problem is still there !! I had to re-adjust the mouse settings to get the normal speed back.
I have Kubuntu Jaunty beta with KDE 4.2.2 and all the latest updates till now. So it looks like it is not fixed completely, atleast for my mouse hardware.
