Right, that would have been the right thing to do. You can file a bug
upstream about it, if you want.

Well, it isn't enabled by default for any non-CJK language. So I'm
suspecting your system configuration got messed up.

Can you please post the output of the following tow commands:

1. im-switch -l
2. sudo im-switch -l

SCIM basically allows you to type any Unicode character with your
keyboard. And for many languages, which don't use the Latin script it
provides the possibility to type the pronunciation in Latin or another
keyboard mapping and get the corresponding script. So, yes, it's mostly
used by Asian users.
