I had this issue as well with a USB keyboard. It drove me nuts until I
found out it was a bug; this really should have a higher priority than
it's been given.

The kbdrate fix didn't work for me. The xorg.conf fix worked but only if
I kept the changes in; I couldn't enable them temporarily and then
disable them as some posters could.

I opted for enabling Slow Keys (per Sarath in message #18) plus running
a startup script containing the three xset commands (listed by Ricardo
Perez Lopez in message #41).
