This bug is still present on beta version of Ubuntu Jaunty.
I used xmonad from the Ubuntu xmonad-package.
to reproduce:
1. install xmonad: sudo apt-get install xmonad
2. At the end of your ~/.profile, add the following: export
WINDOW_MANAGER="/usr/bin/xmonad"
3. logout
4. login
5. right click on Workspace Switcher select "Preferences"
6. experience rapid flickering
