This has happened to me on a fresh install of Edgy, under KDE.

What I did, to the best of my recollection:
  1) Opened Menu -> System Settings -> Monitor and Display
  2) Attempted to add a second monitor device (Apple 23 HD), changed 
resolutions.  Changing resolution worked, but second monitor wasn't working.
  3) Pressed "Administrator mode", entered my password.
  4) Again attempted to add a second monitor.  Got the "You must restart the X 
server" dialog box upon pressing accept.
  5) Activated 2nd monitor, and attempted to change resolutions on primary and 
secondary. I saw the resolution change on my primary monitor, but the 2nd 
monitor still wasn't working (no picture).  I was continuing to get the "please 
restart X server".
  6) Without exiting the System Settings app, I selected Menu -> Log Out-> End 
Current Session, then at the login screen, menu -> Restart X Server.
  7) After the X server restarted, I logged in again, and restarted System 
Settings (I think it restarted on its own, as part of the desktop restore 
feature)
  8) Clicked on "Monitor and Display" again (not in administrator mode)

Result:
   Got the error: "The module Monitor & Display could not be loaded.  
diagnostics: Possible Reasons: An error occurrred during your last KDE upgrade 
leaving an orphaned control module / You have old third party modules lying 
around"

Got the same result after going to Administrator Mode, too.

I don't even know what a "control module" is, or how all this GUI config
stuff works, otherwise I'd dig into it a little & attach some relevant
files
