I can confirm this, I can't install libavcodec-dev. When i try it, I get

$ sudo apt-get install libavcodec-dev
Reading package lists... Done

When i follow libavutil-dev i get

$ sudo apt-get install libavutil-dev

And finally libavutil49 will remove important packages...

$ sudo apt-get install libavutil49
