I would expect it to normally go through a wizard that lets you select a 
package to install and installs it. If the installation fails, it should tell 
you so. 
So, here is what happened instead:

I went to time.gov and clicked my time zone.
It needed to install a plug-in to run what it says is an 
'application/x-java-vm'. It lists 'IcedTea Web Browser Plugin' twice. When I 
picked the first one and clicked next, it said,  'Cannot find the package 
cacao-oj6-plugin'. I clicked the close button. Then the dialogue says that it 
sucessfully installed the plugin!  

I'm attaching screenshots of what happened.
