This is the same problem as documented in bug 348393. I know that bug
was filed later, but since it already has a diagnosis and the right bug
status, I'll mark this one as a duplicate.
(The reason you couldn't duplicate it with 8.04.1 is that the French
language pack happens to be on the i386 alternate install CD there; but,
for instance, it isn't on the amd64 CD due to lack of space.)

[jaunty] Installing in a language other than English will not install
appropriate language packs if they aren't on the CD
