This is a hugely annoying default, and even stands out from the field of somewhat annoying and seriously annoying defaults that Ubuntu has lately acquired. The popups are useless (you can't click on them), redundant (pidgin already has audio notification _and_ buddy pounce), and hard to remove (the config UI is not in the preferences pane of pidgin, and there's no system-wide notification preferences UI).
