* If so, have you tried to remove and install again this package?
* Have you tried to install it with apt-get, synaptic, adept?
* you can also try first to reinstall debconf, ucf, perl-base and see if the
issue still exist.
* have you other information who can help us reproduce this bug?
This will help us to find and resolve the problem.
For next time, if you want to have english messages put a "LANG=C; " in
front of your comand.
