This problem happened to me as well. OpenOffice starts in fullscreen
mode with menus and toolbars showing. Selecting view->fullscreen causes
the menus and toolbars to disappear, and causes a floating toolbox with
an "exit fullscreen" button to appear. Leaving fullscreen brings back
the menu and toolbars, but the window remains fullscreen.

Alt+Space brings up the metacity window menu in which the maximize,
resize and move commands are disabled. The minimize command is
available.

Inspired by Michael Nagel's comment, I did a diff of the configuration
after renaming my configuration. Through trial and error, I isolated the
single configuration file that causes the problem:
.openoffice.org2/user/registry/data/org/openoffice/Setup.xcu. I've
attached the diff of that file on my system.

Looking at the diff, it is worth mentioning my display is set at a
resolution of 1400x1050.
