Uhm, wow. I really can't recreate this... it works as expected on my system. The change to the upstream is that we basically are now stealing the settings from the fast-user-switch-applet because it turns out themes have put special exceptions in for it to make it work well with the panel. So there is no reason we shouldn't match that on the panel. And it's also in your screenshot, looking different... I guess the next step would be to see which GTK+ theme you're using to see if we've missed the special casing in some place there.
