I know that the timezone dialogue is attempting a point and click approach to simply the timezone selection. But, it is actually worse than the former method of selecting the timezone name from a drop-down list. For example, I happen to live in Dallas but I have to select Chicago (or trial and error several of the others in North America) to get CST/CDT in North America selected. I'd guess that people in other continents have similar issues.
If a point and click method is desired, I'd prefer to see something like the display at http://www.worldtimezone.com/ i.e. select a timezone band graphically. Personally, I'd be just as happy to key in my country and postal code and let Ubuntu figure my UT displacement using a table.
