Installing libpanel-applet2-dev doesn't work, because it depends on
libpanel-applet2-0 1:2.24.1-0ubuntu2 when the current version is at
1:2.24.1-0ubuntu2.1. libpanel-applet2-dev needs to be updating to
reflect this change.
