AFAIU, what usually happened is that they were crashing just before the user logs out (or right after he logs in), and thus they were not restarted. So the issue you described should be somewhat fixed. But if the user closed them purposely and/or launched another desktop manager (e.g. nautilus), they won't restart, nothing will change with this new version, because (imho) this is wrong to forcefully restart them in this case (as it overrides the user choice).
