If CUPS listens only on localhost:631, whatever you have for BrowseAddress is irelevant. Check with tcpdump. Your computer doesn't broadcast any information (not on TCP or UDP), so other CUPS's can't see your printers. This is something I've allready exaplained on http://www.kdedevelopers.org/node/2121#comment-5073.
