I had a similar issue with 2.6.28-8 after an update just recently. In my
case, udev was broken (I must've interrupted dpkg/apt-get/aptitude
during an update, and /sbin/udevadm.upgrade was not properly upgraded
and moved to /sbin/udevadm - I had messages reporting the lack of
/sbin/udevadm during bootup).

After I manually did dpkg -i
/var/cache/apt/archives/udev_139-1_i386.deb, the problem dissapeared and
once again X etc worked fine for me.
