I also had the same problem that Thomas Winteler reported. I'm using kubuntu 8.10 with KDE 4.2 extra repositories (deb http://ppa.launchpad.net/kubuntu-experimental/ubuntu intrepid main).
The guidance-power-amanger backtrace says that the file /usr/lib/python2.5/site-packages/PyQt4/uic/widget-plugins/kde4.py doesn't exists. I checked it and it exists but it's a broken symbolic link: it points to the non-existent /usr/share/kde4/apps/pykde4/kde4.py file. I removed the broken symlink (sudo rm /usr/lib/python2.5/site- packages/PyQt4/uic/widget-plugins/kde4.py) and now, guidance-power- manager starts.
