I want to chime in with my experience. I have 2 machines, one 8.10, one 8.04.1. I have the same problem on both machines.
On both of them, I have DHCP working on eth0, and a static alias on eth0:0. They are connected via an ethernet switch. When I start networking, Internet Systems Consortium DHCP Client V3.0.6 starts up, broadcasts, gets a DCHP address, and then: SIOCSIFFLAGS: Cannot assign requested address This is NOT a harmless error: the IP address is never assigned to eth0. However, eth0:0 comes up correctly, properly configured as i expect. I do not know why it cannot assign the requested address with the scripts, when there is no problem assigning the same address via ifconfig.
