I just ran into this. After upgrading from Intrepid, Synaptic had
flashplugin-nonfree marked as installed, but without the files actually
being installed (!). Attempting to reinstall via Synaptic just gave the
message "download or license refused", with no option to accept the
license.

In the end I had to dpkg-reconfigure debconf (following this suggestion:
http://forums.debian.net/viewtopic.php?p=39636#39636), and un/reinstall
via apt-get. Even then, apt-get asked me both questions *twice*.
