When I reported this bug, I misunderstood the way font configuration works. The configuration file in /etc/fonts/conf.avail is there as it should be. I guess it should be discussed whether that should be copied to /etc/fonts/conf.d upon installation, assuming that people who do install ttf-liberation want it exactly for the purpose of serving as a Arial & Co. replacement.
