Hello! I have this same laptop Dell C640, running intrepid with ati driver. Graphic card is ati radeon mobile 7500
I've noticed that the Fn key function for brightness and contrast work fine while in grub or while ubuntu is loading. Then it has no effect after gdm started and in gnome. So you should test the keys while ubuntu is loading. All other function using Fn are working fine : volume, mute, eject and so on.
